1. Report of Finance Committee … Doug Dodd

a. Florida High School Athletic Association, Inc., (FHSAA) Financial Statements for Period Ending May 20, 2020  [See BOD Pkt. pgs. 1-3] … Waters

Regular update on fiscal status of the Association’s combined Balance Sheet and the Operating Fund as of May 20, 2020.

RECOMMENDED ACTION: The Executive Director recommends approval of Financial Statements for period ending May 20, 2020 as submitted.

b.  FHSAA Tentative Budget for 2020-21 [See BOD Pkt. pgs. 4-6] … Waters

The Board must adopt a Tentative Budget for 2020-21, which begins July 1, 2020. The final budget will be adopted in September.  Until final adoption, the Executive Director will operate within the Tentative Budget.

RECOMMENDED ACTION:   The Executive Director recommends adoption of the FHSAA Tentative Budget for 2020-21, as submitted.

President will recess the general business meeting and convene the meeting of the FHSAA Land Corporation, Inc.

c.  FFHSAA Land Corporation, Inc., Financial Statements for Period Ending May 20, 2020  [See BOD Pkt. pgs. 7-8] … Waters

Regular update on the fiscal status of the Association’s Capital Fund (Land Corporation) as of May 20, 2020.

RECOMMENDED ACTION:   The Executive Director recommends approval of the Land Corporation Financial Statement for period ending May 20, 2020, as submitted.

d.  FHSAA Land Corporation, Inc., Tentative Budget for 2020-21 [See BOD Pkt. pgs. 9-10] … Waters

The Board must adopt a Tentative Budget for 2020-21, which begins July 1, 2020. The final budget will be adopted in September.  Until final adoption, the Executive Director will operate within the Tentative Budget.

 

RECOMMENDED ACTION:   The Executive Director recommends adoption of the Land Corporation, Inc., Tentative Budget for 2020-21, as submitted.

President will adjourn the meeting of the FHSAA Land Corporation, Inc., and reconvene the general business meeting.

 2. Report of Governance Committee … Richard Finlayson

FHSAA Membership and Member Schools … Colasanti

a. Re-election of Continuing Member Schools to full Membership in the Association for the 2020-21 School Year, or re-election through the 2024-25 School Year [See BOD Pkt. pgs.11-24]

RECOMMENDED ACTION: The Executive Director has attached his recommendations for which member school’s applications should be accepted for continuing membership for the 2020-21 school year or beyond. The Executive Director also recommends that the membership privileges of any continuing member school that has not satisfied all qualifications, condition, and obligations of membership be expelled due to stated deficiencies.

RECOMMENDED ACTION: The Executive Director wants to make aware the following high school/combination schools have already resigned, or have indicated to the FHSAA they will be resigning from membership:

  • Beacon of Hope (St. Augustine):
  • Citrus Park Christian (Tampa).

RECOMMENDED ACTION: The Executive Director also wants to make aware the following middle schools have already resigned, or have indicated to the FHSAA they will be resigning from membership:

  • Abundant Life Christian (Margate) – applying as a high school/combination;
  • Blountstown Middle School:
  • Palm Bay Academy Middle School.

b. Election to Full Membership at the completion of provisional membership – Schools who have completed a second year of the provisional period in the Association, effective with the 2020-21 school year. [See BOD Pkt. pgs. 25-26]

RECOMMENDED ACTION: The Executive Director recommends the following high/combination schools be considered for election to full membership in the 2020-21 school year. These schools have satisfied conditions of provisional membership:

  • Cushman (Miami):
  • Discovery (Lake Alfred):
  • Palm Bay Prep (Panama City):
  • Piney Grove (Lauderdale Lakes):
  • Redeemer Christian (Ocala).

RECOMMENDED ACTION: The Executive Director recommends the following school be denied full membership with the FHSAA for the 2020-21 school year. The Executive Director instead, as per request of the school per Bylaw 3.4.1.2.3, recommends each school remain a provisional member for 2020-21 and complete the requirements associated with a school completing a second year of provisional membership:

  • Grace Leadership (Fort Lauderdale).

c. Election to the second year of provisional membership – Schools who have completed their first year of the provisional period in the Association, effective with the 2020-21 school year. [See BOD Pkt. pgs. 27-28]

RECOMMENDED ACTION: The Executive Director recommends the following high/combination schools be considered for election to a second year of provisional membership of the FHSAA for the 2020-21 school year.  These schools have each satisfied their first year of provisional membership:

  • First Baptist (Bunnell):
  • First Baptist (Jacksonville):
  • Franklin Academy (Pembroke Pines).

d. Election to the first year of provisional membership – Schools who have completed their application period in the Association, effective with the 2020-21 school year. [See BOD Pkt. pgs. 29-30]

RECOMMENDED ACTION: The Executive Director recommends the following high/combination schools be considered for election to a first year of provisional membership of the FHSAA for the 2020-21 school year. These schools have each satisfied their application period of membership:

  • Classical Academy (Sarasota):
  • Downtown Doral:
  • East Hill Christian (Pensacola):
  • Mater Academy (Cutler Bay):
  • Mater Academy (Kissimmee):
  • Pineapple Cove (Palm Bay):
  • SLAM (Boca Raton):
  • SLAM (Tampa):
  • SLAM (West Palm Beach):
  • True North (Miami).

e. Determination of admission into the application period/provisional membership for those schools that have applied for first-time membership in the Association, effective with the 2020-21 school year. [See BOD Pkt. pgs. 31-32]

RECOMMENDED ACTION: The Executive Director recommends that the following high/combination schools be accepted as application period members of the FHSAA for the 2020-21 school year:

  • Abundant Life Christian Academy (Margate):
  • Academy for International Education Charter School for Science & Technology (Miami Springs):
  • Community Leadership Academy (Tallahassee):
  • Don Soffer Aventura High School (Aventura):
  • LEAD Academy Classical School (Pace):
  • North Tampa Christian Academy (Wesley Chapel):
  • Oasis Christian Academy (Winter Haven):
  • Pinecrest Glades Preparatory Academy Middle High School (Miami):
  • Ridgeview Global Studies Academy (Davenport):
  • San Jose Prep (Jacksonville):
  • Sports Leadership & Management North Charter High School (North Miami Beach).

RECOMMENDED ACTION: The Executive Director recommends that the following high/combination schools be accepted as full members of the FHSAA for the 2020-21 school year per the exemptions provided in Bylaws 3.4.1.1.4 & 3.4.1.2.4:

  • Gateway High School (Fort Myers):
  • Sumner High School (Riverview).

RECOMMENDED ACTION: The Executive Director recommends that the following middle/junior high schools be accepted as full members of the FHSAA for the 2020-21 school year:

  • Cypress Creek Middle School (Wesley Chapel):
  • Emerald Coast Middle School (Santa Rosa Beach):
  • Freeport Middle School:
  • Walton Middle School (Defuniak Springs).

RECOMMENDED ACTION: The Executive Director recommends that the following high/combination schools be denied application period membership for the 2020-21 school year:

  • Akelynn’s Angels Christian Academy (Winter Haven):
  • Boca Prep International School:
  • Bridge Prep Academy of Village Green (Miami):
  • Hampden DuBose Academy (Mount Dora):
  • Kid’s Community College Charter High School (Riverview):
  • Sunshine State Sports Academy (Belleview):
  • Youth Under Construction Youth Center (Pompano Beach):
  • Zarephath Academy (Jacksonville).

f. Proposed Policies #20, #38, #41, #42 and #45 changes  [See BOD Pkt. pgs. 47-57]

Staff has determined that a number of policies need to be updated as a result of changes to Florida Statutes.

RECOMMENDED ACTION: The Executive Director recommends to adopting proposed policies 20, 38, 41, 42 and 45 as submitted.

 3. Report of Operations Committee … Carlos Ochoa

a. Proposed recommendation to change student-athlete game limit from 1 game to 6 quarters per week in the sport of Football. [See BOD Pkt. pg. 34]

RECOMMENDED ACTION: It is recommended to approve Policy 6.1.3.1 to waive football one (1) game per week policy and allow student-athletes to participate in six (6) quarters a week.

b. Proposed Soccer Officiating System use of the traditional whistle system for a 2-year probationary period of time instead of the dual whistle system. [See BOD Pkt. pgs. 35-36]

RECOMMENDED ACTION: The Executive Director does not recommend approval of this item, as the officials advisory committee voted not to endorse changing the soccer officiating system. This item was presented and approved by the soccer advisory committee, which is made up of soccer coaches.

4. FHSAA 2020-2021 School Year Meeting Dates for Board of Directors, PLAC, Sectional Appeals Committees, and the 24th Representative Assembly [See BOD Pkt. pgs. 58-60] … Tomyn/Damon

RECOMMENDED ACTION: The Executive Director recommends approval of the FHSAA 2020-2021 School Year Meeting Dates for Board of Directors, PLAC, Sectional Appeals Committees, and the 24th Representative Assembly as submitted.

5. FHSAA Board of Directors Re-appointment [See BOD Pkt. pgs. 61-62] … Tomyn 

RECOMMENDED ACTION: The Executive Director recommends ratification of the re-appointment of member Chris Patricca to the Board of Directors for a second three-year term beginning July 1, 2020, through June 30, 2023.

6. Ratification of 2020 Governance Elections [See BOD Pkt. pgs. 63-65] … Tomyn /Jamison   

RECOMMENDED ACTION: The Executive Director recommends ratification of theelections/re-elections of the Representative Assembly members to the FHSAA Board of Directors, Sectional Appeals beginning July 1, 2020 through June 30, 2023 and for the Representative Assembly beginning on July 1, 2020 through June 30, 2022 as submitted:
