1.          Paragon Agreements – 2019 Geico State Champions – Football … [See BOD Pkt. pgs. 1-16] … Tomyn

RECOMMENDED ACTION: The Executive Director recommends Paragon Marketing Group agreements as presented allowing the football season to be lengthened and any other necessary waivers granted for any member school who qualifies for their annual football bowl series taking place December 21, 2019.

2.          Paragon Agreements –  2020 Geico Nationals – Basketball [See BOD Pkt. pgs. 17-30]… Tomyn

RECOMMENDED ACTION: The Executive Director recommends Paragon Marketing Group agreements as presented, allowing up to two boys’ and two girls’ Basketball teams from Florida, if they qualify, to have their school’s basketball season lengthened and any other necessary waivers in order to participate in a nationally televised tournament April 2 - 4, 2020.

3.          Appointments to the Public Liaison Advisory Committee (PLAC) [See BOD Pkt. Pg. 31]… Rohrer

RECOMMENDED ACTION: The Executive Director recommends the ratification of the appointments of Danya Harris Lake Howell High School, Active Athletic Director and Dr. Erika Wikstrom, Trinity Catholic (Ocala), Principal Racial-Minority to serve on the 2019-20 Public Liaison Advisory Committee effective immediately.

4.          PLAC - Ratification of Membership for 2019-20 School Year [See BOD Pkt. Pgs. 32-33]Rohrer

RECOMMENDED ACTION: The Executive Director recommends the ratification of the PLAC membership for 2019-20 as submitted.

5.          Public Liaison Advisory Committee (PLAC) Annual Report for the 2018-19 School Year [See BOD Pkt. Pgs. 34-37] … Rohrer/Pallman

RECOMMENDED ACTION: The Executive Director recommends acceptance of the PLAC Annual Report for the 2018-19 school year for submission to the education committees of the Florida House of Representatives, the Senate and the Commissioner of Education.

6.          Report of Finance Committee … Bass

 a. Annual Financial Report for FHSAA, Inc. for Fiscal Year 2018-19 [See BOD Pkt. pgs. 38-47] … Waters

The Annual Financial Report consists of the combined balance sheet for FHSAA, Inc., and FHSAA Land Corporation, Inc., as well as revenue and expense details for the association’s General Fund through June 30, 2019.  All of the documents are an overall financial presentation of fiscal year 2018-19.

RECOMMENDED ACTION: The Executive Director recommends approval of the Annual Financial Report for fiscal year 2018-19, ending on June 30, 2019, as submitted.

b. Budget for fiscal year 2019-20 for FHSAA, Inc. [See BOD Pkt. pgs.  48-51] … Waters

The Board adopted a Tentative Budget in June, and the Final Budget for the FHSAA, Inc. for the 2019-20 fiscal year is provided.

RECOMMENDED ACTION:   The Executive Director recommends approval of the Final Budget for Fiscal Year 2019-20 as submitted.

President will recess the general business meeting and convene the meeting of the FHSAA Land Corporation, Inc.

c. FHSAA Land Corporation, Inc., Final Budget for Fiscal Year 2019-20 [See BOD Pkt. pgs. 52-53] … Waters

The Board adopted a Tentative Budget in June, and the Final Budget for the FHSAA Land    Corporation, Inc., (Capital Fund) for 2019-20 fiscal year is provided.

RECOMMENDED ACTION:   The Executive Director recommends approval of the FHSAA Land Corporation, Inc., Final Budget for Fiscal Year 2019-20 as submitted.

President will adjourn the meeting of the FHSAA Land Corporation, Inc., and reconvene the general business meeting.

7.          Report of Governance Committee … Finlayson

 a. Floyd E. Lay Sunshine Cup All-Sports Awards [See BOD pkt. pgs. 54-55] … Rohrer

The Floyd E. Lay Sunshine Cup All-Sports Awards are presented by the Florida High School Athletic Association.  Points are awarded to a school based on its finish in FHSAA State Series competition in each sport in the classification in which it has been assigned to compete. Therefore, for 2019-20, award 7 classes instead of 9 and combine public and private since there is no delineation between public and private in any sport or classification.

RECOMMENDED ACTION: The Executive Director recommends restructuring the award to always mirror the current years classification structure as presented.

b. Ratification of the 2019-20 Representative Assembly appointments [See BOD Pkt. pgs. 56-58] … Damon

RECOMMENDED ACTION: The Executive Director recommends ratification of the appointments as submitted by FHSAA and FADSS. Terms effective July 1, 2019 – June 30, 2021 for new appointments and July 1, 2019 – June 30, 2020 for those filling a term.

RECOMMENDED ACTION: The Executive Director recommends full co-sponsorship by the Board of Directors of each proposal as presented.

RECOMMENDED ACTION: The Executive Director recommends full co-sponsorship by the Board of Directors of each proposal as presented. 

f. Re-appointments/Appointment to the Sectional Appeals Committees for the 2019-20 School Year [See BOD Pkt. pg. 59] … Damon

RECOMMENDED ACTION: The Executive Director recommends ratification of the re-appointments and an appointment to the Sectional Appeals Committees for a three year term beginning July 1, 2019, through June 30, 2022:

8.          Report of Operations Committee … Ochoa

 a. Increase Flag Football regular season contests to 15 games.[See BOD Pkt. pg. 60] … Harrison

Policy 6.1.2 School Contest Limitations (d) Flag Football – 12 regular season games.

RECOMMENDED ACTION: The Executive Director recommends approval to increase Flag Football regular season contests to fifteen (15) games so that it is comparable to the other FHSAA sports.

b. Proposed FHSAA Flag Football Rulebook.  [See BOD Pkt. pgs. 61-140] … Harrison

The current NIRSA rulebook being used is a college coed intramural rulebook stating some rules that do not apply to the high school level.

RECOMMENDED ACTION: The Executive Director recommends approval of the FHSAA Flag Football rulebook as submitted. ADAC endorsed 11-0.
