Pursuant to due notice, the Fourth Representative Assembly of the Florida High School Activities Association met at the Best Western Gateway, Gainesville, Florida, on April 9-10, 2001.

Representing the FHSAA staff were Commissioner Robert Hughes, Associate Commissioner for Athletics Ronald Allen, Associate Commissioner for Administration Daniel Boyd, Comptroller Robert Elkins, Director of Communications Jack Watford, and Assistant Director of Communications Robert Hernberger, Administrative Assistant Charlene Fugate and Communications Assistant Teri Bracewell. FHSAA President Jim Kirton and General Counsel Leonard Ireland also were in attendance.
Monday, April 9, Session
I. Call to Order. Pledge of Allegiance.
Chairman Rigby called the Assembly to order and ledge the pledge.
II. Completion of Expense Reimbursement Vouchers.
Commissioner Hughes reviewed the reimbursement voucher form with delegates who then completed them for processing by staff.
III. Roll Call of Delegates.
Mr. Rigby instructed Mr. Watford to call the roll of delegates. A total of 57 delegates responded.
IV. Adoption of Agenda.
A quorum being present, Mr. Rigby called for a motion on the adoption of the agenda. It was moved that the agenda be adopted as printed. The motion carried.
V. Review of Assembly Operational Guidelines.
Commissioner Hughes reviewed the operational guidelines of the meeting with delegates. Hughes also called the delegates' attention to a survey included in their packets relative to meeting dates and size of the Representative Assembly. He asked delegates to complete the survey and turn it into Mr. Watford during Tuesday's session.
VI. Election of Chairperson.
Mr. Rigby called for nominations from the floor for Chairperson. It was moved that Mr. Rigby's name again be placed into nomination for the office of Chairperson of the Assembly. It was then moved by that nominations cease. There being no other nominations forthcoming, Mr. Rigby was reinstalled as Chairperson.
VII. Election of Vice Chairperson.
Mr. Rigby called for nominations from the floor for Vice Chairperson. It was moved that Mr. McDonald's name again be placed in nomination for the office of Vice Chairperson of the Assembly. It was moved that nominations cease. There being on other nominations forthcoming, Mr. McDonald was reinstalled as Vice Chairperson.
VIII. First Reading of Proposals to Amend the Bylaws.
Mr. Rigby instructed Mr. Watford to read the summary sentence for each of the 25 proposals to amend the Bylaws which were submitted by the deadline:
Proposal 1. A proposal to eliminate the reference to a specific physical address for the Association office. Source: Robert W. Hughes, Commissioner, FHSAA.

Proposal 4. A proposal to adjust upward by 50 percent the student populations of private schools and university laboratory schools for the purpose of assigning such schools to classifications. A proposal to eliminate the "50-percent rule", thereby allowing member school coaches to have contact with non-school teams comprised, in whole or in part, of their athletes outside of the sports season during the school year. Proposal 6. A proposal to require a student to be enrolled in school within 10 schools of the beginning of each semester in a school year, rather than just at the beginning of the school year. Source: Robert W. Hughes, Commissioner, FHSAA.
Proposal 7. A proposal to permit students who attend non-member public middle schools and junior high schools that do not have athletic programs to participate in interscholastic athletics at a member public school in that same school district on the middle school or junior high school level only. A proposal to establish that students will be eligible to represent in interscholastic competition only that school which serves the attendance zone in which the student resides with his/her parent(s), guardian(s) or other individual(s) with whom he/she has resided for a full year. Proposal 13(a). A proposal to clarify that a student who participates in non-school athletics on a team that is affiliated with a school other than the one the student attends or attended in the previous year and subsequently transfers to that school is considered to have done so either because he/she was recruited or for athletic reasons. Proposal 13(b). A proposal to exempt a student who participates in individually based summer programs or camps affiliated with a school other than the one the student attends or attended and subsequently transfers to that school from a finding that such a transfer is prima facie evidence that the student was recruited or transferred for athletic reasons. Proposal 14. A proposal to clarify that by filing a request for an undue hardship waiver, the student and his/her school acknowledge that the student is ineligible according to FHSAA rules, and to better establish the criteria for determining the validity of an undue hardship. Proposal 15. A proposal to hold in abeyance the effects of a ruling by the Commissioner when a school files an appeal of that ruling until the appeal has been ruled upon by the Sectional Appeals Committee. Source: Gary B. Adams, principal, Westminster Christian School (Miami).
Proposal 16. A proposal to hold in abeyance the effects of a ruling by the Commissioner and the subsequent sustaining of that ruling by the Sectional Appeals Committee when a school files an appeal until the appeal has been ruled upon by the Board of Directors. Following the reading of each proposal. Mr. Rigby recognized, in order, those individuals who had requested to address the Assembly relative to their support for or opposition to the proposal. Delegates also were permitted to ask a questions of the speakers.
IX. Recess.
Mr. Rigby recognized Commissioner Hughes who reminded delegates of the reception being hosted that evening by the Florida Interscholastic Athletic Administrators Association on the hotel lanai. Rigby then declared the Assembly in recess until 9 a.m. Tuesday, April 10, 2001.

Mr. Rigby instructed Mr. Watford to call the roll of delegates. A total of 58 delegates responded.
XII. Second Reading of Proposals to Amend the Bylaws and Balloting.
A quorum being present, Mr. Rigby reviewed the voting procedures with delegates A two-thirds majority vote in the affirmative of all votes cast (yes or no) is required to adopt a proposal. Commissioner Hughes informed the Assembly that he was withdrawing from consideration Proposal 8, which he sponsored. Mr. Rigby then instructed Mr. Watford to proceed with a second reading of each of the proposals
