FHSAA Latest Headlines http://www.fhsaa.org/rss/14 en Stalling penalty increased in high school wrestling http://www.fhsaa.org/news/2012/0427 <p>INDIANAPOLIS, IN (April 27, 2012) &mdash; High school wrestlers who are called for a third stalling violation will receive a stiffer penalty beginning with the 2012-13 season. In addition to the two-point penalty assessed for a third stalling violation, the opponent will now have his or her choice of position on the next restart.</p> <p>The stalling penalty revision was one of eight rules changes approved by the National Federation of State High School Associations (NFHS) Wrestling Rules Committee at its April 9-11 meeting in Indianapolis. The changes were subsequently approved by the NFHS Board of Directors.</p> <p>&ldquo;The change to the third stalling penalty resulted from the committee&rsquo;s desire to encourage wrestlers to wrestle aggressively by providing a greater incentive not to stall,&rdquo; said Dale Pleimann, chair of the Wrestling Rules Committee and former assistant executive director of the Missouri State High School Activities Association. &ldquo;No one likes to see a wrestler disqualified for stalling. The hope is that by increasing the third stalling penalty, a wrestler who has been penalized twice will be encouraged to pick up the pace and wrestle more aggressively.&rdquo;</p> <p>In other changes, the committee adjusted the current dual meet weigh-in procedure to align with the random draw.</p> <p>Bob Colgate, NFHS director of sports and sports medicine and staff liaison to the Wrestling Rules Committee, said this change would provide maximum preparation and warm-up time for the first contestants scheduled to compete in a dual meet.</p> <p>Three new rules were approved by the committee, including Rule 4-3-5, which states that wrestlers &ldquo;may not wear wristbands, sweatbands or bicep bands during a match.&rdquo; This rule was enacted in an effort to minimize risk of injury from wrestlers getting their fingers caught in an opponent&rsquo;s wristband or sweatband.</p> <p>Another new rule for 2012-13 is an exception to the 30-second tiebreaker. The new exception (8-2-1h) will read as follows:</p> <p>&ldquo;If the second injury time-out is taken at the conclusion of the first 30-second tiebreaker period and the opponent already has the choice at the beginning of the second 30-second tiebreaker period, the opponent would then have the added choice at the first restart after the beginning of the second 30-second tiebreaker period.&rdquo;</p> <p>This provision was a rule change last year for the regulation match and will now apply to the overtime as well.</p> <p>Rule 10-2-9 will be added to next year&rsquo;s rules to address what happens when two wrestlers in the championship bracket simultaneously cannot continue a match.&nbsp; If both wrestlers cannot continue because of disqualification for stalling or having their injury or blood time elapse, the wrestler who is leading on points at the time the match is terminated will continue in the consolation bracket. If the match is tied at the time of termination, neither wrestler will continue.</p> <p>Following are the other three changes approved by the committee:</p> <p>4-1-1a: Language has been updated to describe the wrestler&rsquo;s singlet, and the change will also allow the T-shirt with no sleeves to be worn under the one-piece singlet when approved by the referee.</p> <p>5-11-2i: Rules language was expanded to complete the near-fall and penalty sequence.</p> <p>10-3-6 and 10-3-7: The tournament bracket format was revised to allow more flexibility in conducting a tournament.</p> <p>&ldquo;The NFHS Wrestling Rules Committee confirmed that the sport of high school wrestling is in great shape overall by making only a few changes to the scholastic rules,&rdquo; Pleimann said.</p> <p>Wrestling is the sixth-most popular sport for boys at the high school level with 273,732 participants in 10,407 schools during the 2010-11 season, according to the NFHS Athletics Participation Survey. Olympia, with 523 points in Class 8A, moved into first place, edging fall leader Plant (Tampa) by just six points. St. Thomas Aquinas (Fort Lauderdale) has totaled 769.5 points to open up what was a close race with Martin County (Stuart) in Class 7A, which finished the winter with 590 points. Gainesville had a strong winter season to total 503 points, which is almost a 30-point lead over the fall&#39;s top school in Lakewood Ranch (Bradenton), which has 473.5 points. American Heritage (Plantation), with 793 points, holds a 291-point lead over Ponte Vedra. Bolles (Jacksonville), with 903 points, is way out in front of the Class 4A private schools, 353 points better than second-place Lake Highland Prep (Orlando). Cocoa Beach continues to lead the Class 4A public school category with 217 points, but is now only 12 points ahead of Godby (Tallahassee). In Class 3A private schools, Tampa Prep, thanks in large part to the school&#39;s first-ever boys basketball state title, overtook Maclay (Tallahassee) -- 507 to 451.5. P.K. Yonge (Gainesville), with 308 points, sets the pace in the Class 3A/2A combined public school category, while second-place FAMU made some big strides in the winter but still trails by 83 points. The closest race is in the Class 2A private school category where Sarasota Christian has 188 points compared to Grandview Prep&#39;s (Boca Raton) 185 points. In the new rural Class 1A Union County (Lake Butler) remains on top with 251 points, 46 points better than second place Chipley.</p> <p style="margin-top:0px; margin-right:0px; margin-bottom:10px; margin-left:0px; padding-top:0px; padding-right:0px; padding-bottom:0px; padding-left:0px">For the 2011-12 school year, the 695 member senior high schools have been divided into eight classifications for administrative purposes based on the enrollments submitted to the FHSAA Office in October 2010, which were used to discern the classifications as they are drawn up now. In accordance with a Board mandate at its November 2002 meeting, Classes 2A, 3A and 4A are further subdivided into public and private categories. An all-sports award will be presented in each of these 10 categories in overall, girls and boys divisions at the conclusion of the 2011-12 school year.</p> <h3 style="margin-top:5px; margin-right:0px; margin-bottom:5px; margin-left:0px; padding-top:0px; padding-right:0px; padding-bottom:0px; padding-left:0px">Due to a lack of eligible schools, class 2A public and class 3A public will be combined into one category for the 2011-12 school year</h3> <p style="margin-top:0px; margin-right:0px; margin-bottom:10px; margin-left:0px; padding-top:0px; padding-right:0px; padding-bottom:0px; padding-left:0px">Points are awarded a school based on its finish in FHSAA State Series competition in each sport in the classification in which it has been assigned to compete. The top 16 places are scored. In bracket sports, points are awarded as follows: 100 for the state champion, 90 for the state runner-up, 83 for the state semifinalists, 60 for 5-8th places, and 25 for 9-16th places. In non-bracket sports, points are awarded as follows: 100, 90, 85, 80, 70, 63, 56, 49, 38, 34, 30, 26, 22, 18, 14, 10. Schools get a 5-point bonus for winning a district or regional championship, and points are deducted for unsporting conduct: 0.5 points for Level 1 student-athlete ejection/unsporting conduct incident; 1.0 for Level 2 student-athlete ejection/unsporting conduct incident; 2.0 for Level 3 student-athlete ejection/unsporting conduct incident; 5.0 for Level 4 student-athlete ejection/unsporting conduct incident; 2.0 for Level 1 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; 3.0 for Level 2 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; 4.0 for Level 3 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; and approximately 3-5 additional points deducted for a school or team-based violation (e.g., bench-clearing brawl, coaches takes team off the field, etc.). When two or more schools are tied for a particular place in a sport, the points allotted for those places are shared equally by the schools that are tied. The Association also saw nine high schools/combination schools and six middle schools leave. Rozelle Sportsmanship Awards</strong><br /> The FHSAA/Fred E. Rozelle Sportsmanship Awards program was implemented during the 1990-91 school year by the Florida High School Athletic Association to honor those schools that exhibited exemplary sportsmanship during the regular season and FHSAA State Series. Each year the award is presented to one school in each classification whose total sports program best exemplifies the qualities of sportsmanship by its coaches, players and spectators. Nomination forms for this award are provided to each member school FHSAA representative and officials&#39; association. Criteria for selection of the winners includes programs and activities implemented within the school and community to promote sportsmanship; number and type of unsportsmanlike ejections; number and type of exceptional sportsmanship reports; and source of the nomination. An anonymous selection committee of representatives from the sports community reviews all nominations and selects the winners. There may be one winner from each of the four sections in all seven classifications; the overall winner in each classification shall be chosen from the section winners. The section winners will each receive $500 and a commemorative plaque. The overall winners will each receive an additional $2,500 and a larger plaque. The award is named for FHSAA Commissioner Emeritus Fred E. Lay Sunshine Cup All-Sports Awards point standings. Barron Collier (Naples), Bolles (Jacksonville), Cocoa Beach, Trinity Prep (Winter Park), P.K. Yonge (Gainesville) and Oak Hall (Gainesville) also won the overall awards in their respective classifications.<br /> <br /> Dr. Phillips, with 1,283 points, holds a 364-point margin over the second place finisher and rival, Winter Park, in the Class 6A overall standings. St. Thomas Aquinas totalled 1,152 points to take the lead in Class 5A over Niceville, which finished with 581 points. Barron Collier topped Class 4A with 644 points, edging Lakewood Ranch (Bradenton), which finished with 610.5 points. Bolles, with 993.5 points, is out in front of the Class 3A private schools, 145 points better than second-place American Heritage (Plantation). Cocoa Beach leads the Class 3A public school category with 305 points, just 13 points better than Jones (Orlando). In Class 2A private schools, Trinity Prep (Winter Park), with 714.5 points, boasted a 163.5-point margin over Northside Christian (St. Petersburg). P.K. Yonge (Gainesville), with 374 points, set the pace in Class 2A public schools, while second-place Port St. Joe finished with 224 points. Oak Hall (Gainesville), with 420.5 points, finished 113.5 points better than second-place Summit Christian (West Palm Beach) in the Class 1A private school category. Finally, FAMU (Tallahassee) earned the lead in the Class 1A public school category with 183.5 points, 148.5 points ahead of Laurel Hill.<br /> <br /> For the 2010-11 school year, the 674 member senior high schools have been divided into six classifications for administrative purposes based on the enrollments submitted to the FHSAA Office in October 2008, which were used to discern the classifications as they are drawn up now. In accordance with a Board mandate at its November 2002 meeting, Classes 1A, 2A and 3A are further subdivided into public and private categories. An all-sports award will be presented in each of these nine categories in overall, girls and boys divisions at the conclusion of the 2010-11 school year.<br /> <br /> Points are awarded a school based on its finish in FHSAA State Series competition in each sport in the classification in which it has been assigned to compete. The top 16 places are scored. In bracket sports, points are awarded as follows: 100 for the state champion, 90 for the state runner-up, 83 for the state semifinalists, 60 for 5-8th places, and 25 for 9-16th places. In non-bracket sports, points are awarded as follows: 100, 90, 85, 80, 70, 63, 56, 49, 38, 34, 30, 26, 22, 18, 14, 10. Schools get a 5-point bonus for winning a district or regional championship, and points are deducted for unsporting conduct: 0.5 points for Level 1 student-athlete ejection/unsporting conduct incident; 1.0 for Level 2 student-athlete ejection/unsporting conduct incident; 2.0 for Level 3 student-athlete ejection/unsporting conduct incident; 5.0 for Level 4 student-athlete ejection/unsporting conduct incident; 2.0 for Level 1 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; 3.0 for Level 2 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; 4.0 for Level 3 coach ejection/unsporting conduct incident, plus addition 0.5 points deducted for each $50 amount above initial fine; and approximately 3-5 additional points deducted for a school or team-based violation (e.g., bench-clearing brawl, coach takes team off the field, etc.). When two or more schools are tied for a particular place in a sport, the points allotted for those places are shared equally by the schools that are tied. The changes in weight classes, along with 17 other rules revisions, were subsequently approved by the NFHS Board of Directors.</p> <p>The 14 weight classes approved by the committee for 2011-12 are as follows: 106 (pounds), 113, 120, 126, 132, 138, 145, 152, 160, 170, 182, 195, 220 and 285. Three middle weight classes &ndash; 145, 152 and 160 &ndash; were retained, although they are 7-8-9 in order now rather than 8-9-10. The largest weight class (285 pounds) remains unchanged as well.</p> <p>&ldquo;The change in weight classes resulted from a three-to-four year process utilizing data from the National Wrestling Coaches Association (NWCA) Optimal Performance Calculator,&rdquo; said Dale Pleimann, chair of the NFHS Wrestling Rules Committee and former assistant executive director of the Missouri State High School Activities Association. &ldquo;The rules committee was able to analyze data from almost 200,000 wrestlers across the country, with the goal to create weight classes that have approximately seven percent of the wrestlers in each weight class.</p> <p>&ldquo;Throughout the process, each state association was kept completely informed and was provided multiple opportunities for input. The results of the last survey of each state association indicated that the majority of states favored a change, and the committee listened and acted accordingly.&rdquo;</p> <p>The last wholesale shift in weight classes occurred in 1988, when the lowest weight class was increased from 98 to 103 pounds. The only other changes since then were in 2002, when the number of classes went from 13 to 14 and the 215-pound weight class became mandatory, and in 2006, when the 275-pound class was increased to 285 pounds.</p> <p>Among changes in wrestling holds, the Figure 4 around the head has been ruled an illegal hold/maneuver. Previously, the Figure 4 was illegal around the body or both legs.</p> <p>&ldquo;This move was being used by high school wrestlers more and more on the head, so to minimize the risk of injury, the committee voted to outlaw the Figure 4 on the head as well as around the body and both legs,&rdquo; said Bob Colgate, NFHS assistant director and liaison to the Wrestling Rules Committee.</p> <p>Another significant change was made in Rule 2-1-3, which now makes the boundary line inbounds and, thus, expands the wrestling area. Previously, a wrestler was out of bounds if he or she was touching any part of the 2-inch-wide line which marks the wrestling area.</p> <p>An additional exception was added to Rule 8-2-1 stating that if the second injury time-out is taken at the conclusion of the second period, and the opponent already has the choice at the beginning of the third period, the opponent would then have the added choice at the first restart after the beginning of the third period.</p> <p>&ldquo;Previously, at the end of the second period and before the third period, Wrestler A takes his or her second injury time-out, which now gives the choice to Wrestler B,&rdquo; Colgate said. &ldquo;However, it&rsquo;s already Wrestler B&rsquo;s choice by virtue of the original flip of the disk. Therefore, Wrestler B gains no advantage or benefit from Wrestler A&rsquo;s second injury time-out. With this change, Wrestler B would now have his or her choice at the first restart after the beginning of the third period.&rdquo;</p> <p>In other changes, a revision in Rule 3-1-13 allows the referee the flexibility to determine his or her best position to monitor the clock and wrestlers during injury, blood or recovery time-outs. Also, language in Rule 6-2-2 was changed from &ldquo;forfeit&rdquo; to &ldquo;disqualification&rdquo; to reflect correct terminology.</p> <p>The rules committee also devoted considerable time to developing rules for multi-team dual meets and team-formatted tournaments. Previously, the NFHS Wrestling Rules Book addressed only dual meets and individually bracketed tournaments. Definitions for individually bracketed tournaments, dual meet/team-formatted tournaments and combination tournaments will be contained in Rule 1-3.</p> <p>&ldquo;In recent years, high school wrestling has moved from dual meets and individually bracketed tournaments to tournaments incorporating a dual meet/team format,&rdquo; Pleimann said. &ldquo;The new Rule 11 will provide rules coverage for this type of tournament format.&rdquo;</p> <p>&ldquo;High school wrestling is in great shape across the country as participation numbers continue to increase. The rules committee did propose 18 changes to the rules book, but approximately two-thirds of those changes resulted from incorporating the new dual meet/team format rules,&rdquo; Pleimann added.</p> <p>The final change is one that has been approved by the NFHS Board of Directors for use in all NFHS rules books regarding the meet referee&rsquo;s jurisdiction. The rule extends the clerical duties of the referee beyond the end of the meet through the completion of any reports required from actions that occurred while the referees had jurisdiction.</p> <p>Points of emphasis adopted by the committee for 2011-12 include communicable diseases, injury time-outs, coach/referee conference, and concussion recognition and management.</p> <p>Wrestling is the sixth-most popular sport for boys at the high school level with 272,890 participants in 10,363 schools during the 2009-10 season, according to the NFHS Athletics Participation Survey. Both of these would be three-year deals.</p> <p>&quot;The experience with the folks in Lakeland is what made the difference,&quot; said FHSAA Executive Director Dr. Roger Dearing. &quot;The center has a great staff and adequate facilities. We felt that staying with an organization that knows how to run state high school championships at this level was in our best interest.</p> <p>&quot;Having championships in Lakeland is such a great experience. Everything is fast-paced and always moving, but the staff at the Lakeland Center can handle it.&quot;</p> <p>The FHSAA ranked all proposals it received from the bidding venues for each sport&#39;s championship. The highest ranked bid in each sport was notified of its standing and was subsequently offered a contract. All but one venue and the FHSAA are currently in contract negotiation.</p> <p>The one venue with a signed contract in place is for bowling. Boardwalk Bowl in Orlando will remain the host of the state championship for another three years. Boardwalk Bowl has hosted the FHSAA Finals for seven straight years after the inaugural championship in 2003 was held in Kendall.</p> <p><u><strong>Other venues with top rankings include:</strong></u></p> <p><strong>Cross Country</strong> &ndash; Little Everglades Ranch, Dade City (two years)<br /> Cross country finals have been held at Little Everglades Ranch since 2005. This ranking beat out Apalachee Regional Park in Tallahassee and Ernie Weaver Youth Park in Brooksville.</p> <p><strong>Golf</strong> &ndash; Mission Inn, Deer Island Golf and Lake Club, and Harbor Hills Country Club, Lake County (two years)<br /> First time FHSAA Golf Finals will be held in Lake County. Finals have been in Marion County for the past two years and Polk County the two years before that. This ranking beat out bids from St. Lucie County and Marion County.</p> <p><strong>Swimming &amp; Diving</strong> &ndash; YMCA Aquatic Center, Orlando (three years)<br /> Swimming &amp; diving finals have been held at the Orlando YMCA for the past four years, and also from 1997-2000. This ranking beat out the bid from The Long Center in St. Petersburg.</p> <p><strong>Girls Volleyball</strong> &ndash; Silver Spurs Arena, Kissimmee (three years)<br /> Kissimmee Convention and Visitors Bureau also currently hosts the competitive cheerleading, girls weightlifting and boys weightlifting finals at Osceola Heritage Park. Girls volleyball had been at the Lakeland Center for the past nine years, and submitted the other bid to the FHSAA for this championship.</p> <p>Dearing added, &quot;We were impressed with Kissimmee as well. The edited language for the 2010-11 member handbook is <u>underlined</u>.</span></p><blockquote><p><strong>9.2.4 Participation in Non-School Athletic Activities Affiliated with a School.</strong> <u>The FHSAA supports and endorses Florida&rsquo;s philosophy of school of choice for academic purposes. However, if a student chooses to attend or participate for a school, public or private, in which the student participated</u> in any non-school athletic activities affiliated with a school that the student does not attend or did not attend in the previous school year <u>(in the case of home education students, does not participate for or did not participate for)</u> and then establishes his/her <u>school</u> residence <u>(in the case of home education students, he/she participates)</u> at the affiliated school within one calendar year of such participation will not be eligible in the new school until the student has been in attendance at that school for one calendar year.
