I. Purpose and Introductions

Shanell Young called the meeting to order at 10:05 a.m. Ms. Young at this time noted the purpose of the meeting, procedures and went through brief introductions of the members in attendance.  Members present were:  Sherman Howze, Florida Air Academy, David Tullis, Lake Brantley High School, Jesse Reynolds, Episcopal High School, Ronald Allan, Lecanto High School , Mike Randow, Spruce Creek High School, Robert Smithers, Booker High School, Les Rodgers, St. Edward’s School, Mike DeGennaro, River Ridge High School (visitor).  FHSAA staff members present were: M. Denarvise Thornton, Senior Director of Athletics, Shanell Young, Associate Director of Athletics and Jamie Rohrer, Associate Director of Athletics.

2006-07 Recommendations (Effective 2007-08)
a. Record breaking platform
Recommendation: All lifts shall be competed on the same platform once competition has begun, unless emergency situations.
Rationale: Creating this policy for regular season ensures this practice is continued at the state finals. Motioned by Marsee, seconded by Tullis to accept.

b. 105.08 (e) Spotters
Recommendation: Allow coaches and/or student-athletes who are already on the competition floor to spot other athletes.
Rationale: Establishing this policy will allow this practice at the state finals, which currently remains at the discretion of the administration and host.  Motioned by Marsee, seconded by Tullis to accept.

1st ADAC Rdg 9-0 did not support. (9/7/05) Safety concerns.
2nd WtAC Rdg 5-0 passed. (8/27/07) Motion Smithers, second by Howze
Rationale: This is regular season practice throughout the state of Florida, because most coaches are unable to safely spot their heavier weights during the season.  Each athlete practices with the same spotter throughout the regular season and has to change once they get to the state finals.

c. 109.05 Meet Regulations
Recommendation (amended): Each school that qualifies three (3) or more athletes will receive two coaches passes, with Allow a maximum of two coaches/floor passes. for schools participating in the state finals.
Rationale: This will allow a maximum number of coaches into the competition area for the purpose of spotting athletes during their lifts but allow for better “crowd control” on the floor. Motioned by Tullis, seconded by Randow to accept.

d. 204 Qualifying Sections
Recommendation: Require all sections to use the structured format for qualifying.
Rationale: Adds consistency to how athletes advance.  Survey conducted and 79 coaches prefer structured, 5 open and 46 prefer for each section to decide.  No girls coaches who were surveyed indicated a preference for open.  Motioned by Randow, seconded by Rogers to accept.

e. Boys weightlifting calendar
Recommendation: Begin season during week 29, first competition week 32, sectional meets week 39 and 40, state finals week 42.
Rationale: Allows for proper amount of training as is consistent with other sports. Allows for more flexibility in scheduling sectional, qualifying meets.

VI. 2007-08 Recommendations (Effective 2008-09)
a. The creation of a Weightlifting Officials Association
Recommendation: To establish a weightlifting officials association to train State Finals Judges
Rationale: Allows for proper training officials throughout the state to bring consistency to the judging of the sport of weightlifting.

b. Remove rule 204.3 (2) J. To allow the awarding of Sectional Team Champions.
Recommendation: Sectional Meets. Trophies are available for awarding to the champion and runner-up teams, and may be purchased from the FHSAA’s authorized vendor by the host school or section as an expense of the meet as determined by those school representatives present at the section meeting, or individually by the champion and runner-up schools. There shall be no other team awards presented by outside organizations or individuals.
Rationale: Since weightlifting is an individual sport that has a team aspect, by awarding a team champion, it would push athletes to succeed and offer weightlifting athletes the same team awards as is done in other individual FHSAA sports.

VII. FACA Recommendations (Effective 2008-09)
No recommendations submitted.

VIII. Discussion
1.  Coaches Education
It was discussed to use incorporate coaches rules education into the rules presentation.

2. Steroid Testing Program
Ms. Smith reviewed the steroid testing program and the implications on the sport of weightlifting.

3. Adding another class to Boys Weightlifting
Mr. Reynolds discussed the option of adding another class to boy’s weightlifting to increase the opportunity for more athletes to get the “State Finals” experience.
