I. Purpose and Introductions
Denarvise Thornton called the meeting to order at 9:57 a.m. Mr. Thornton at this time noted the purpose of the meeting, procedures and went through brief introductions of the members in attendance. Members present were: Brian Manley, Seabreeze H. S./FACA Weightlifting representative; Dan Marsee, Suwannee H.S.; Mike Randow, Spruce Creek H.S.; Les Rogers, St. Edward’s School; and David Tullis, Lake Brantley H.S. FHSAA staff members present were: M. Denarvise Thornton, Associate Director of Athletics and Tamara J. Wilsey, Associate Director of Athletics. Jack Williams, Interlachen H.S. was also in attendance as a member school coach.

II. The committee unanimously selected Mike Randow as chairperson.

III. There was a motion to accept the 2003 minutes and agenda by Mr. Tullis and seconded by Mr. Manley. Passed 5-0.

IV. Action
A. Review
1. State Meet (Boys / Girls Invitational)
a. Letter-Brian Manley
A lengthy discussion developed regarding the education, clarification, and positioning of judges at the state competition. Les Rogers will chair an ad hoc committee to establish a standard for judges’ protocol.
b. Coaches’ Meeting Attendance
Approximately 10 boys’ coaches per year do not attend the state meet coaches’ meeting prior to competition. Members in attendance would like to recommend a fining system for violators. A motion to $50 fine for missing this meeting if you attended the rules clinic, and $100 fine for missing the rules clinic and the pre-State meeting.
Motioned by Rogers and seconded by Manley. Passed 5-0.

There was a motion to deny this recommendation by Marsee and seconded by Tullis. Passed 5-0.

b. 8’ x 8' platform for state meet
Competition platform taped at 8’ x 8’ and can be up to 12’ x 12’ platform that it is on. Motioned by Tullis to carry and seconded by Marsee. Passed 5-0.

2. 2004-05 Recommendations (Effective 2005-06)
a. Weight increase allowance (2 lb.)
No action was taken after a brief discussion. Due to the shortened
season, the committee felt the growth allowance may be reviewed later.
b. Delete 4th attempt
Motioned by Rogers and seconded by Manley to pass. Passed 5-0.

3. FACA Recommendations (Effective 2005-06)
a. Allow wrist wraps / bandages
There was a motion to delete 105.07 (3a) and to modify (6) to read: Braces on the knee(s) containing plastic, metal, or hard and unyielding material may be worn only with a written statement from a licensed physician. Motioned by Tullis and seconded by Marsee. Passed 5-0.

b. Equipment: girls bar at 25mm / 15 kg
See points of emphasis. There was no action taken.
c. Electronic devices not allowed in competition area
No action taken. The committee recommends that the FACA surveys the coaches regarding this item.

V. Discussion
A. Rules Clinics
1. Points of Emphasis
Spotting. There was some concern about who was spotting the athletes. Discussion about whether the coach or other athletes can spot at the state meet. Only coaches may spot athletes. If there is too much weight for one coach, the additional coaches who are authorized to be on the floor may spot. The committee agrees that spotters should be allowed within the 8x8 boundaries of the platform during the bench press only.

Deliberate contact of the uprights on the bench press. FHSAA administrator or state meet host should instruct judges to determine if the bar’s contact with the uprights is deliberate.

Beginning with this year’s rules clinics, a point of emphasis for girls weightlifting programs will be to encourage use of the proper equipment designed for them. The coaches hope that in the future the state meet will utilize the 25mm / 15 kg bar.

2. Clarifications
On the bench press under page 7 105.09 (2e & f) an editorial change will be made. To read as follows:
(e) Any uneven extension of the arms during or at the completion of the lift.
(f) The bar / hand stops during stopping in the course of being pressed out.

B. General / Roundtable
1. Email-Les Rogers
Withdrew his top portion of the email. Mr. Rogers would like to see weightlifting move to more than two classifications.
2. Girls weightlifting update
We will add clean & jerk as a lift and require singlets as uniform effective the 2004-05 season.
3. Survey-Jack Williams
On behalf of the coaches, Mr. Williams expressed that they would like to be surveyed, and the advisory committee should be the one contacting their member schools. Staff clarified the procedures for implementing surveys and noted FACA as a viable option of administering surveys as well.
4. South Carolina weightlifting regulations manual (FYI)
Staff shared with the committee South Carolina’s weightlifting regulations manual for informational purposes.
5. Structured vs. Open qualifying
The committee discussed the possibilities of requiring sections to use the structured format for qualifying meets.
6. Staff informed the committee of the “sportsmanship” and “Nothing Beats Hard Work” campaign. The sportsmanship campaign has begun and is being initiated through soccer and will expand to include other sports progressively. The “Nothing Beats Hard Work” campaign promotes educating Florida’s student-athletes regarding steroids and supplement enhancers.
7. With the new qualifying procedures, the committee endorses the use of five platforms for competition. Staff reminded the committee that setup and other items involving the state meet is determined by staff and the meet host but this would be taken into consideration.
8. Staff will pursue moving the committee’s meeting to May to allow any changes to be made prior to the girls’ weightlifting season beginning.
