9. Old Business—Carryover recommendations from 2003 meeting

2003 Recommendation #1: Add to 8.041, “Each wrestler’s minimum certified weight class shall be established by using an FHSAA approved procedure. Approved procedures shall include Body Fat Composition Testing by an approved assessor. A wrestler may not loose more than 1_ % of his/her body fat weight per week. Record keeping procedures must be maintained through the National Wrestling Coaches Association web site.”

10. New Business (additional items may be added prior to Mar. 8, 2004)

2004 Recommendation #1: Add clarification language to 106.05 regarding weigh-ins for a dual team tournament and for an individually bracketed tournament. “(5) For individually bracketed tournaments, once a competitor’s weightclass is established, the competitor must wrestle at that weightclass for the duration of the tournament. (6) For a dual team tournament, the coach may alter his line-up within the stipulations of NFHS rule 4-4-2.”

2004 Recommendation #2: [translated] Establish a teaching faculty of 5-7 of the best officials in the state to conduct FHSAA Field Clinics. Attendance should be mandatory for any official desiring to work a regional or state tournament.

2004 Recommendation #3: Remove requirement for referee’s consent regarding wearing of a t-shirt under the singlet (NFHS rule 4-1-1a).

2004 Recommendation #4: Reduce the sanction application fees in 104.06 to
8 teams or less—$100
9 to 16 teams—$150
17 to 32 teams—$250

2004 Recommendation #5: Expand the 16-line bracket to a 24-line bracket in each weightclass at the state tournament by placing the top 6 wrestlers in each weightclass at each region tournament for advancement to the state tournament.
