I. Purpose and Introductions
The meeting was called to order at 10:05 a.m. Ms. Young reviewed the purpose of the meeting and introduced the callers. Committee members in attendance were: Gary Droze, Maclay School (Tallahassee); David Shepherd, St. Thomas Aquinas HS (Fort Lauderdale); Bill Stamper, Oak Ridge HS (Orlando); Lance Lipham, Keswick Christian School (St. Petersburg); Dan Mathis, Wharton HS (Tampa); Ron Brooks, FACA Representative; Dan Dearing, The Bolles School (Jacksonville); and Shanell Young, FHSAA Associate Director of Athletics.
II. Ms Young led the committee through the agenda via conference call.
IV. It was moved by Mr. Stamper and seconded by Mr. Shepherd to accept the minutes of the last meeting.
A1. Review: FHSAA Track and Field Regulations Manual
The committee reviewed several items in the regulations manual for clarification and input to staff.
1. Crowd Control (page 5)
New language regarding crowd control.
2. District Coordinator (page 10)
New language regarding the transfer of responsibility after the conclusion of the district meeting to the host of the district meet.
3. Licensing and Merchandising (page 17)
New language that prohibits the distribution of t-shirts and other items on the property of all State Finals Venues.
A2. Review: FHSAA State Finals
1. Thanked both Wolfson and Winter Park for hosting the 2006 FHSAA Track & Field Finals. The committee would like to see all classes held at one location.
B. Recommendations (2006-07)
Recommendation #1
Officials
Pay regional meet referee (FHSAA registered) $30 plus $.60 per mile one-way. (Provision to waive the requirement of contracting a registered track and field official, as meet referee by commissioners approval remains intact.)
Rationale: Current policy requires meet referees to register as an FHSAA official but is silent relative to the meet referees pay. Motioned by Lowenstein, seconded by Droze to accept.

C. Recommendations (2007-08)
Recommendation #1
Uniforms numbers
Remove the requirement to have numbers on the back of all uniforms
Rationale: This would cut down on the expense on uniforms, due to the wear and tear on the numbers, and there are other ways to identify athletes, i.e. hip umbers and lane assignments.

VI. Discussion
1. Reporting of violations
It was discussed to use the miscellaneous section of the unsportsmanlike form to report any delay or stoppage in meets, due to behavior from parents and or other spectators.
2. Regional Requirement of FHSAA registered Officials
It was discussed to have two FHSAA Registered at each regional meet. The possibility of the lack of officials to cover each meet was brought up as a concern
3. District, and Regional schedule change
It was discussed to keep the schedule as is.
4. Clarification of undergarment rule
The undergarment rule does not apply to individual events, only relays.
5. Changing the format of the State Finals to a Finals Only Format
A sub-committee was formed of Stamper, Shepherd, Droze, Dearing, and Mathis to formulate a viable recommendation for the next Committee meeting.
