1. Introductions, purpose, e-mail addresses
The meeting was called to order at 10:09 a.m. by Tamara Forrester. Mrs. Forrester noted the purpose of the meeting and those in attendance proceeded with a brief introduction of themselves. In attendance were: Gil Gonzalez, Plant HS (Tampa); Carl Kolling, Lely HS (Naples); Jeanne Jendrzejewski, DeLand HS; Dale Porter, St. Johns Country Day (Orange Park); and Leah Tincher, Providence (Jacksonville). FHSAA staff members present were Tamara Forrester, Director of Athletics, and Denarvise Thornton, Associate Executive Director.
2. Committee members completed their travel expense vouchers.
3. The committee selected Dale Porter as the Chairperson.
4. The minutes from the previous meeting and the agenda were reviewed and adopted.
5. Review of the 2007-08 FHSAA Swimming & Diving Manual included:
1. Review of how alternate qualifiers are utilized, and the committee agreed that this information was sufficient as noted in section 105.01(1).
2. Seed information deadlines and what they mean. The committee agreed that the seeding (SW3) deadline was appropriate, and that no changes are to be made after this time except for when there is an administrative error in the inputting of the data to the Hy-tek program.
6. Review of the 2007 State Meet in Orlando included the following discussion items:
1. The overall feeling was that the meet was great and that each day ran smoothly. The hospitality and event being indoors were very positive aspects of the meet too.
2. The only coaching complaints heard had to do with the number of passes that each school received based on the number of athletes they qualified. This meet management protocol has been in place for many years.
3. The online coaches meeting prior to the FHSAA Finals was considered a great benefit for all those involved, and will continue in the future.

8. New Business
2007 SDAC Recommendation #1A
Request NFHS to clarify the procedures officials should use when athletes with disabilities are competing. This recommendation would give the referee the authority to accommodate the competitor with a disability by directing the referee to use the guidelines found in the USA Swimming Rule Book (section 105).

2007 SDAC Recommendation #1B
Request NFHS to clarify the procedures officials should use when athletes with disabilities are competing. This recommendation would give the referee the authority to accommodate the competitor with a disability and to include the guidelines in the NFHS Swimming & Diving Rules Book (add new section 8-4).
Modified: In Florida, the guidelines are to be published within the Officials Guidebook and Swimming & Diving Manual next year, whether or not the NFHS adopts as a rule change.

2007 SDAC Recommendation #2
Permanent lane assignments for regular season dual meets. Instead of choosing your lanes (even or odd) at the event, a predetermined lane assignment is sought.
Motion to Table by Gonzalez/ 2nd Jendrzejewski (5-0 Table)
The committee will return to their local areas to consult other coaches in the region for their input. The committee will review next year.
2007 SDAC Recommendation #3
Declaration of a complete meet. The recommendation is to determine the completion of the 100-yd butterfly as when a meet is complete for the purpose of winning and losing or for the need to reschedule.

The committee did not feel this was necessary.
2007 SDAC Recommendation #4
Require the relay card procedures for the FHSAA Finals for all state series meets.

The FHSAA will provide this information during the online rules presentations, officials bulletin, and on the swimming & diving page of the website.
2007 SDAC Recommendation #5
Increase from 16 to 24 relay teams at the State Finals per relay event.
Motion to Deny as by Gonzalez/ 2nd Tincher (3-2 Deny)
The committee was sympathetic to the nature of increasing the number of athletes for experience sake, but the meet management aspect and number of potential athletes that could be brought outweighed the opportunity.
2007 SDAC Recommendation #6
Alternate swimmers in Championship Finals.
Motion to Amend by Tincher/ 2nd Gonzalez (5-0 Approve)
Amended to read: With the addition of alternates, the FHSAA state series events will culminate in A finals (championship finals) first and B finals (consolation finals) second.
Motion to Deny as Amended by Gonzalez/ 2nd Jendrzejewski (4-1 Deny)
The committee reviewed the FHSAA Finals online coaches survey in which 77% of coaches responded to keep the finals the same. Additionally, the culmination factor of the championship heat being last still outweighed the few who this would affect.
2007 SDAC Recommendation #7
Disqualification penalty for no shows.
Motion withdrawn.
9. Sportsmanship Update
The number of ejections were the same this year and they came during the region meets. Overall swimming and diving had a great year.
10. Roundtable/Discussion
a. Reviewed advancement concerns and email about the 9-16 places being eligible for advancements-Committee members feel that the current advancement procedures are in line with the FHSAAs philosophy.
b. Reviewed concerns with mandating FHSAA officials at all dual meets-Committee members reviewed the online survey that still shows 39 percent of schools utilized no officials during regular season meet. FHSAA staff reported that there are only 100 officials registered statewide. At this time a mandatory official would not be in the best interest of the sport.
c. 2007 Numbers-A copy of the participation numbers was distributed to the group for information purposes. There were over 11,500 athletes submitted at the district level, about 4,100 advancing to the regional level, and 1,500 competing at the FHSAA Finals.
d. Survey Results-The results of the Coaches Online Finals Meeting were reviewed.
