I. Purpose and Introduction
The meeting was called to order at 10:15 a.m. by Tamara Wilsey. Ms. Wilsey noted the purpose of the meeting and those in attendance proceeded with a brief introduction of themselves. In attendance were: Lisa Allgeyer, Satellite (Satellite Beach); Mike Curley, Lake Highland Prep (Orlando); Tom Fagley, Westminster Academy (Fort Lauderdale) (FACA Representative); Jay Fitzgerald, Pine Crest (Fort Lauderdale); Carl Kolling, Lely (Naples); Jeff Poppell, Bolles (Jacksonville); William Shaffer, Jesuit (Tampa); and Bill Vargo, Forest (Ocala). FHSAA staff members present were: Dr. John A. Stewart, Associate Commissioner; Cecelia Jackson, Director of Athletics; and Tamara Wilsey, Associate Director of Athletics. Dale Porter from St. Johns was also present.
II. Committee members completed their travel expense vouchers.
III. The committee selected Mike Curley as the chairperson.
IV. The minutes from the previous meeting and the agenda were reviewed and adopted.
V. Action
A. Review
1. FHSAA Swimming & Diving Regulations Manual
a. The committee agreed that there needs to be clarification of relay team advancement under section 205.05 on page 14. This clarification will be in the 2005-06 manual.
b. Officials must continue to be educated on FHSAA rules as to avoid the infiltration of US Swimming rules into high school meets.
c. The SW3 Seeding Report Form will still be due the same day as the Officials Entry List unless another due date is reflected in the district planning meeting minutes. A separate sheet for coaches names needs to be created and submitted for both the region and state meets.
2. 2004 FHSAA Swimming & Diving Finals
The committee expressed concern over the format at this years meet and the lack of space that the venue had. The group was disappointed with the delays on Saturday night, yet the excitement and times swam were great. After much discussion, everyone agreed that a serious review and modification of the swim meet structure needs to occur prior to next years event. Dr. Stewart offered the committee the opportunity to reconvene in the spring after the new site was selected.
B. Old Business
1. 2003 SDAC Recommendations (Effective 2005-06)
Listed below are the recommendations proposed, effective for 2005-06, if passed by the Board of Directors at their January 2005 meeting.

Reinstate 2 weeks to the swimming and diving season.

State series finalists
Utilize the NFHS Rule 5.4.5 for a full compliment of finalists in the state series from the prelims to finals.

RECOMMENDATION # 3
NFHS: No recall false start.
Due to the inefficiency of the recall rope and sounding devices, join several other governing bodies in allowing the swimmer to complete the race and disqualify the swimmer in question at the end of the race.

VI. New Business
A. 2004 FACA Recommendations (Effective 2006-07)
Listed below are the recommendations proposed, effective for the 2006-07.
RECOMMENDATION # 1
Eliminate Region Meet.
Qualify 32 individuals and 24 teams directly to states from districts. Each district champion would advance automatically, and the at-large remainder will be from places 2-8.

RECOMMENDATION # 2
Increase the Number of Districts.
Increasing from 12 to 16 districts would allow more high school only swimmers to participate in finals and consolation finals. Smaller districts can hold meets at on campus pools.

B. 2004 SDAC Recommendations (Effective 2006-07)
Listed below are the recommendations proposed, effective for the 2006-07 State Series.
RECOMMENDATION # 1
Return to Three-Day Finals.
Day 1: Diving; Day 2: Three separate prelims starting no earlier than 10:30 am; Day 3: Three separate finals starting at 1 pm, 3 pm, and 5 pm.

RECOMMENDATION # 2
Increase Region qualifiers to 24.
Qualify top 8 from districts to regions and include consolation finals.

Change State Meet Format.
Top 2 advance from region to states with at-large from places 3-8 for a total of 24 per event. Add consolation finals at states. Return to one class per day.

VII. Sportsmanship Update
Staff commended coaches for a job well done this season. A reminder for coaches to act on any unsportsmanlike conduct by reporting it to their AD and to send in an USLC report form.
VIII. Discussion
Mr. Curley asked for permission to contact pools once the RFP (Request for Proposal) is released for the next two years of Swimming and Diving Finals. All committee members will be notified when this information becomes available.
The committee will also be asked to reconvene in March after classification and district assignments have been made for the 2005-06 school year to assist in recommending a format for the state finals.
