I. Purpose and Introductions
The meeting was called to order at 10 a.m. by Denarvise Thornton. Mr. Thornton noted the purpose of the meeting and those in attendance proceeded with a brief introduction of themselves. In attendance were: Mike Curley, Lake Highland Prep; Bruce Follensbee, Dr. Phillips; Bill Shaffer, Jesuit High; John Cain, Charlotte High; and Tom Fagley, Westminster Academy. FHSAA staff members present were: Ronald L. Allen, Associate Commissioner; Cecelia Jackson, Director of Athletics and M. Denarvise Thornton, Associate Director of Athletics. Melissa Hellervik-Bing attended as a visitor.
II. Committee members completed their travel expense vouchers.
III. The Committee selected Bruce Follensbee as the chairperson.
IV. The minutes from the previous meeting were discussed and the agenda was adopted.
V. Action
A. Review
1. 2002 FHSAA Florida Swimming and Diving Finals. Mr. Follensbee expressed concern regarding posting the district results. The committee supported the concept of posting the results on FHSAAs web site after the last district meet is completed. Mr. Fagley noted a needed correction in the swimming and diving records book. The efficiency with which the meet management administered was commended.
2. FHSAA Swimming and Diving Regulations Manual.
a. The committee suggests staff edit (for clarity) item 20.030 to better assist meet directors / referees in handling competition as it relates to student-athletes participation. The committee suggests situational language.
B. SDAC Recommendations (Effective 2003-04)
Listed below are the recommendations proposed, active for the 2003-2004 season, as a result of the meeting. (if passed by the Board of Directors in its February 03 meeting)

Meet Officials
Require at least one registered FHSAA certified swimming official at regular season meets. Require 2 or more for invitational meets.
Require meet referees for state series attend rules clinic meeting, prior to each season, in order to work state series.

RECOMMENDATION #2
NFHS: Add five (5) minute break after 500 free and before 200 free relay
Add to National Federation Rules book (Rule 5, Section 1, Article 2d): If agreed to by both (or all coaches other than dual meets), a 5-minute break will be taken after the 500 freestyle and before the 200 freestyle relay. (Submit as both a rule change and state association adoption.)

Reduce number of Participants on entry list to count as a team
Reduce the number of swimmers listed on the district entry sheet shall be 6 or more to count that school as having a swim team for FHSAA classification policy.

RECOMMENDATION #5
NFHS: Backstroke to breastroke turn in the individual medley
Make high school rule consistent with USS rule: Finish backstroke leg with a hand touch, not passing vertical plane, turn before feet leave wall the body must be back not passed vertical plane. (Submit as both a rule change and state association adoption.)

Swimming and Water Polo Seasons
Switch swimming and water polo seasons.
No action taken.
VI. Discussion
The committee reviewed the Board of Directors latest actions regarding the mandatory number of meets, considering the reduction of the number meets allowed in a year. The policy requires team participation in one more than half of the maximum number of contests (13) allowed.
Mr. Follensbee expressed concerns regarding scheduling meets as they relate to district planning meetings. He noted competition in securing facilities begins as early as February.
The committee voiced concern with regard to the proposed calendar reflecting regions as part of the upcoming season. FHSAA staff corrected the committee in that regions would not be instituted this upcoming season 03-04, as reflected on the calendar.
Mr. Shaffer commended the real time posting of the results on FHSAAs web site with kudos to Mr. Jay Thomas, the official timer for the 2002 FHSAA Swimming & Diving Finals.
Mr. Cain requested clarification regarding the use of video cameras on the deck at the state meet. Staff explained the policy, particularly as it relates to state meets.
