2004 FACA Recommendations (Effective 2006-07)
1. Eliminate regions. Qualify 32 individuals in events other than relays, and 24 in relays.
2004 SDAC Recommendations (Effective 2005-06)
1. Increase advancement from districts to regions from 16 to 24. Include consolation finals at regions.
2. Increase state meet to 24 per event (1st and 2nd automatic qualifiers, places 3-8 used for at-large times). Include consolation finals. One day per class format.

2005 FACA Recommendations (Effective 2007-08)
1. Increase to 4 classifications. Top 8 advance from districts to regions, and top 16 overall from regions to states, in individual events for a total of 24, and top 16 in relays. Open up advancement to top 8 finalists at all levels. Also, stagger the seasons to allow for championships on two different weekends (2 classes each weekend with 1 per day).
2005 SDAC Recommendation (Effective 2007-08)
