1. Reinstate 2 weeks to the swimming and diving season

1. Utilize the NFHS Rule 5.4.5 for a “full complement of finalists” in the state series

2004 FACA Recommendations (Effective 2006-07)
1. Eliminate regions. Qualify 32 individuals in events other than relays, and 24 in relays.
2. Increase districts to 16 per class.

2004 SDAC Recommendations (Effective 2005-06)
1. Modify state meet format. Diving Thursday. Friday run 3 individual prelims. Saturday run 3 individual finals.
2. Increase advancement from districts to regions from 16 to 24. Include consolation finals at regions.
3. Increase state meet to 24 per event (1st and 2nd automatic qualifiers, places 3-8 used for at-large times). Include consolation finals. One day per class format.
