The Golf Advisory Committee met on December 3, 2003 at 10 a.m. The following committee members were present: Matthew Knoff, Forrest High School; Joanne Wiggins, Frosproof High School; Wayne Stapleford, Sebring High School; Dean Bouzeous, Episcopal High School (FACA). FHSAA staff members Cecelia S. Jackson and John Stewart were also present.

Following a welcome by the FHSAA staff, introductions were made and travel vouchers completed. Bobby Harris was not able to attend due to a family emergency, so the committee did not have a quorum. The committee proceeded with the meeting in a discussion format.

Golf Regulations Manual: The Committee discussed adding to the unsportsmanlike conduct rule in describing some items such as breaking clubs, etc. Add an additional column to the entry list for the player’s average score for determining tee times and better clarify the statement for individual qualifiers from region to state. Two other items discussed for recommendations were the reinstatement of the pull cart and return the recommendation that was disapproved by the Board in June 2003, allowing team qualifiers to play on the second day when disqualified for a rule infraction the first day.

SECOND READING – 2004 RECOMMENDATIONS

Recommendation #1 – 2004: Advice Rule-Item 8.001 (b). To allow coaches to give advice to players throughout play during dual matches only for a one year trail period with feedback to the Golf Advisory Committee for evaluation. (Motion by Frantz, Second by Stapleford)
Rationale: Allows coaches to communicate with players, teach etiquette, rules, sportsmanship, course management and psychology of play. This provision may allow teachable moments during regular season dual matches that can enhance the player’s knowledge of golf rules and etiquette.
GAC: 1st Vote : 5-0
GAC: 2nd Vote: No quorum
ADAC: Voted 9-0 to disapprove
Comments: Committee feels that this would slow down play and that the present rule allows coaches ample time to communicate with their players. Both coaches during dual matches should be monitoring all players.

Recommendation #2 – 2004: Deadline for Region Sites. Host sites for region tournaments shall be submitted by Friday of Week 13. If a site has not been secured by this date, each district winner and individual winner will advance to the state tournament. (Motion by Frantz, Second by Dillard)
Rationale: Sites need to be confirmed in advance in a reasonable time so that arrangements and information can be submitted by the region host and relayed to the district tournament managers. It needs to be posted on the web site so that school traveling can make necessary travel arrangements.

New Recommendations for 2005

No recommendations for 2005. Did not have a quorum for this meeting.

2003 State Championships: Committee member praised the excellent job done during the state tournaments by Jay Stewart and his staff (all athletic directors and golf coaches from St. Lucie County), Bud Taylor and his staff at PGA Village, Tim Coolican and his staff at Fairwinds, and Jim Demick, staff and volunteer officials of the FSGA. Four courses worked well for this year and assigned tee times for practice rounds. Add a clarification for the practice round to five team players.

DISCUSSION - Open Agenda

The Committee discussed the following items:
1. Addition of a third classification for golf, realizing that the number of teams for the girls program influences the classifications. The committee was made aware of the changes made by the Board in regards to classification of individual/team sports in its February 2003 meeting.
2. Items in the FHSAA Golf Manual in regards to invitational tournaments sanctions (2 day tournament), the length of the season, elimination of region qualifying tournaments (FACA conduct survey for next meeting including the reinstatement of the pull cart rule), rotation of courses for boys and girls and submitting the approximate distances for the golf courses to be played for each state tournament.
