The Golf Advisory Committee met on December 4, 2002 at 10 a.m. The following committee members were present: Larry Dillard, Stave Allen, Wayne Stapleford, Tony Harbeck, and Dave Frantz. Jim Demick, Executive Director of the FSGA was also in attendance. FHSAA staff members: Cecelia S. Jackson and Paul McLaughlin.
Following a welcome by FHSAA staff, introductions were made and travel vouchers completed. The committee was given a review of its overall responsibilities. The agenda was adopted and previous minutes were approved. Toby Harbeck was selected as chairman.
During the discussion of the minutes, the committee agreed that it would like to have staff make some type of comment after the Athletic Directors vote when it does not support the recommendation of the committee.
Golf Regulations Manual: The Committee discussed the items dealing with pull carts and the advice rule and made the following recommendation for the advice rule.
Recommendation #1 2004: Advice Rule-Item 8.001 (b). To allow coaches to give advice to players throughout play during dual matches only for a one year trail period with feedback to the Golf Advisory Committee for evaluation. (Motion by Frantz, Second by Stapleford)
Rationale: Allows coaches to communicate with players, teach etiquette, rules, sportsmanship,
course management and psychology of play. This provision may allow teachable moments during regular season dual matches that can enhance the players knowledge of golf rules and etiquette.
SECOND READING 2003 RECOMMENDATIONS
Recommendation #1 for 2003 State Finals-Change the parings for the second day based on first round scores. Current problem with inequity in time when teams tee-off.
Rationale: No penalty for teams going early both days, and or late both days, the change allows for greater competition and spectator interest. Allows teams in contention to play together the second day.
GAC: Vote 7-0
GAC Second Vote: Vote 5-0 to withdraw this recommendation with the understanding that adjustments will be made if possible by state host and administrative staff. (Motion by Frantz, Second by Dillard)
ADAC: Vote 6-0 Disapproved
Recommendation #2 for 2003 Eliminate Jury of Appeals at State Tournaments Only: Jury of appeals serves little purpose, difficult to get volunteers and are not often around when needed.
Rationale: Allow FSGA to handles rules of golf infractions and FHSAA to handles code of conduct infractions.
GAC: Vote 7-0
GAC Second Vote: Vote 5-0 to withdraw this recommendation. Meet Committee will provide Jury and Rules personnel.
ADAC: Vote 6-0 Disapproved
Recommendation #3 for 2003 Player Disqualification at state tournaments: Change the current rule to allow a team member who is disqualified for a rule infraction the first day to continue to play on the second day. An individual player that is disqualified for a rules infraction (played the wrong ball/wrong score, signing scorecard with incorrect score) will be ineligible for the second round of competition. Players disqualified for unsportsmanlike conduct shall not be eligible for the second day of play, as is the current rule. (Motion by Frantz, Second by Allen)
Rational: This rule change would allow a team member players who is disqualified for a rule infraction the first day (played the wrong ball/wrong score, signing scorecard with incorrect score) to play the second day. Disqualified players score does not count.
GAC: Vote 7-0
GAC Second Vote: Vote 5-0 Amended recommendation.
ADAC: Vote 6-0 Disapproved
New Recommendations for 2004
Recommendation #2 2004: Deadline for Region Sites. Host sites for region tournaments shall be submitted by Friday of Week 13. If a site has not been secured by this date, each district winner and individual winner will advance to the state tournament. (Motion by Frantz, Second by Dillard)
Rationale: Sites need to be confirmed in advance in a reasonable time so that arrangements and information can be submitted by the region host and relayed to the district tournament managers. It needs to be posted on the web site so that school traveling can make necessary travel arrangements.
GAC: Vote 5-0
DISCUSSION: The committee discussed the following topics dealing with practice rounds, Sunday practice and the addition of a third classification for boys golf. In the discussion of classifications, the committee requested that the number of schools for boys and girls teams

that participated in the golf program be sent each member. Regarding practice rounds, they are not required and golf courses are under no obligation to provide them.
2002 State Championships: Committee member praised the excellent job done during the state tournaments by Jay Stewart and his staff (all athletic directors and golf coaches from St. Lucie County), Jim Magnussen and his staff at PGA Village, and Jim Demick and his staff and volunteers officials of the FSGA. The minutes of the post-tournament meeting from Jay
Stewart was distributed to all committee members.
Sportsmanship Concerns: The committee was given the current count of ejections for the golf program in 2002. There were seven ejections and two of those were for gross unsportsmanlike conduct.
Open Agenda: A number of items in the FHSAA Golf Manual were discussed in regards to invitational tournaments sanctions, number of matches in a week, throwing of equipment rule,
and team and individuals meeting the match requirements for state series. The committee expressed a concern regarding coaches who play during their golf matches and not taking the opportunity to observe, educate and train their players. A suggestion was made for the state meet committee to assign practice rounds for the region winners at state on Saturday and Monday (local and closer school assigned to Saturday and schools from the farthest distances on Monday).
