I. Purpose and Introductions
The meeting was called to order at 10:00 a.m. by Shanell Young. Ms Young noted the purpose and general duties of the meeting. Those in attendance were members: Bob Horodyski (Buchholz FACA-Boys), Lorenzo Hands (Palm Beach Lakes), Jerry Buckley (Bishop Kenny), Rebecca Williams (Buchholz), Don Dziagwa (Tampa Catholic), Marcia Pinder (Dillard FACA- Girls), Alvis Summers (Mid-Florida Officials Association), M. Denarvise Thornton (FHSAA Staff), Shanell Young (FHSAA Staff), and Ron Talone (FHSAA Intern).

The committee completed their travel vouchers.

Action Items:
A. Review
1. 2008 FHSAA Basketball Finals
a. Finals Statistics: Ms. Young discussed the attendance numbers from the 2008 Basketball Finals in comparison with 2007. The girl’s finals attendance had decreased while the boy’s attendance had increased from the previous year. She then briefly discussed possible reasons for a decrease in attendance, such as financial cutbacks and the current state of the economy.
2. FHSAA Basketball Regulations Manual
Ms. Young stated that there are no changes as of yet to the manual but if the game limitations recommendation is passed there will be an addition to the manual to cover that item.
The committee also discussed the shot clock and wanted to know if there was a possibility in the future of it being implemented in Florida. Ms. Young stated that there could be an experimental trial with the shot-clock at some point in the future but also noted that for this to happen there needs to be a large amount of support for it. She also stated that the majority of facilities would have to be equipped with the shot clock if it were to be implemented in the future and the committee discussed possible financial impacts having to purchase such equipment.
B. BkAC Recommendations (Effective 2009-10, if passed)
Recommendation #1 -
Six minute mercy rule OAC
5-5 Note. Mercy Rule: At any point during the second half when a differential of 35 points (30 points in games played in 6 minute quarters) is reached, the game clock shall begin to run continuously during jump ball possessions, held ball situations, fouls, violations, out-of-bounds plays and free throw shooting situations (non-technical foul free throws) for the duration of the game.
Rationale:
Basketball uses a different time length for games that involve mixed teams of ninth, eighth, and seventh-graders. By decreasing the amounts of points needed for the mercy rule, this would help decrease the time left in regulation for rough play and unsportsmanlike conduct due to the frustration by the trailing team.

V. Discussion Items:
A. Game Limits: Mr. Horodyski briefly discussed the game limit recommendation and how other people that he has heard from are against it. Ms. Young then discussed where the recommendation currently stands and the process that will take place before it is voted on at the April Board Meeting. Ms. Young gave a brief background of the recommendation.
B. FHSAA Classification Policy
Recommendation #1
FHSAA Policy #12, Section B, 1 should read: An existing full member senior high school shall be classified for the 2011-12 through 2012-13 school years on the basis of a school’s student population in the 6th, 7th, 8th, 9th, 10th, 11th, and 12th grades combined as reported to the FHSAA during the week in October 2010 designated by the Florida Department of Education for the fall semester FTE survey of public schools.
Rationale: The number of 7th and 8th grade athletes competing at the varsity level has increased tremendously in recent years in many sports (especially individual sports such as cross country, golf, wrestling, tennis…). That coupled with a significant increase in the number of junior/senior high schools has created a significant advantage for those schools over most of the other schools within their classification that only have access to their athletes for up to four years (as opposed to six years).
C. 50 Point Forfeiture Rule
The committee reviewed an email from Earl Reeves that reviewed the highly publicized 100-0 basketball game in Texas earlier this year. Mr. Reeves is suggesting a 50 point forfeiture rule. The committee then briefly discussed the email.
D. State Finals Format
Recommendation #2
Girls and Boys Basketball Finals Format:
Wednesday- Six Semifinal Games (Odd Classes) 10 a.m., 12 p.m., 2:30 p.m., 4 p.m., 7 p.m., and 8:30 p.m.
Thursday- Three Final Games (Odd Classes) at 12 p.m., 3:30 p.m., and 7 p.m.
Friday- Six Semifinal Games (Even Classes) 10 a.m., 12 p.m., 2:30 p.m., 4 p.m., 7 p.m., and 8:30 p.m.
Saturday- Three Final Games (Even Classes) at 12 p.m., 3:30 p.m., and 7 p.m.
Rationale: To help cut down on travel expense such as overnight lodging, automobile rentals, and food.
VI. Discussion
The committee discussed and noted the financial relevance that it could have. Some members stated that coaches may want to keep the old format since there is an extra day to prepare. The committee also noted that keeping the old format with the extra day may be more beneficial to the kids, so that they can enjoy the experience rather than not have as much time to take in the experience of making it to the state finals.
The committee also discussed the idea of having a third place game played on the day of championships. It was said that the NCAA used to do this. Mr. Horodyski stated that he would take this to the FACA and get some other coaches to comment on the idea and bring the discussion back to the next committee meeting.
