I. Purpose and Introductions
The meeting was called to order at 10 a.m. by Gary Pigott. Mr. Pigott noted the purpose of the meeting and those in attendance proceeded with a brief introduction of themselves. In attendance were members: Ed Kershner, Oviedo HS; Kim Pereira, Fleming Island HS; Bob Horodyski, Buchholz HS (Gainesville)/FACA-Boys; Lorenzo Hands, Palm Beach Lakes HS; Jason Montgomery, Nature Coast HS (Brooksville); Matt Butler, Coral Springs Christian Academy; Mike Ruszkowski, Palatka HS/FACA-Girls. Staff members in attendance: John Stewart, Commissioner; Gary Pigott, Associate Director of Athletics; Shanell Young, Associate Director of Athletics; Jamie Watkins, Associate Director of Athletics; and Jack Watford, Director of Communications.

II. The Committee completed their travel expense vouchers.
III. The Committee selected Ed Kershner as the chairperson.

IV. The Committee reviewed and adopted the minutes from the previous meeting.

• Discuss the penalties to local official associations for missing games at the officials leadership meeting.
• Discussion about mercy rule and coaches' ethics. Concerns with playing time for younger players, especially sub-varsity team.

V. Action
a. Review
1. 2006 FHSAA Florida Basketball Finals.
Gary Pigott went over the fact that this was the last year on the contract with the Lakeland Center. Covered the process of selecting a new host site.
• No “tournament pass” for coaches or reduced prices for coaches. Mr. Pigott stated that this pass was available to everyone.
• Went over the new scanner system in place to help with past gate traffic.
• Overall attendance was almost the same as in the past.
• Finding hotel rooms for teams is a concern.
• The FHSAA Finals are getting close to the “NCAA experience.”

2. FHSAA Basketball Regulations Manual
b. BKAC Recommendations (effective 2006-07, if passed)
Recommendation #1 (Amended)
Division of regional tournament / each round (terminology)
Change the terminology for each round of the regional tournament, to distinguish between the rounds to: quarterfinal, semifinal and final Sub-regional, regional, and sectional, effective 2007-08. Winning teams has the opportunity to purchase a trophy after each round.

VI. Discussion
a. Policy 30 amendment
Supported because of the discipline aspect, but concerns with “bench-clearing” fights.
b. Ticket availability
Discussed previously with neutral site play.
c. FHSAA Final Promotions
• Jack Watford discussed the new halftime activities at the FHSAA Basketball Finals.
• The idea of a state-wide “FHSAA 3-Point Shooting Competition." The format, advancement and expenses of the competition were covered.

• The idea of neutral pep bands was discussed.
d. Same-day participation prohibited on J.V. and Varsity levels.
