Gary Pigott called the meeting to order at 10 a.m. The following committee members were in attendance: Scott Murphy, Navarre HS; Mark Feely, Leon HS (Tallahassee); Robert Repp, Lake Weir HS (Ocala); Wilson Edwards, Palatka HS; Tim Sparkman, Astronaut HS (Titusville); Chip Salerno, Lake Gibson HS (Lakeland); Michael Colby, Hialeah-Miami Lakes HS; Andy Chiles, Varela HS (Miami); and Ed McPadden, Vanguard HS (Ocala)/FACA. FHSAA staff members in attendance were: Sonny Hester, Associate Commissioner; Cecelia Jackson, Director of Athletics; Paul McLaughlin, Director of Athletics; Gary Pigott, Associate Director of Athletics; Denarvise Thornton, Sr. Director of Athletics; Tamara Wilsey, Associate Director of Athletics; Shanell Young; Associate Director of Athletics; and Michelle Owens, FHSAA Intern.

1. Mr. Pigott welcomed the committee members to the FHSAA Office. He explained the procedure for completing the expense vouchers.

2. Those in attendance introduced themselves. Mr. Pigott gave the committee members an overview of the procedures and purpose of the meeting.

3. Michael Colby, Hialeah-Miami Lakes High School & FIAAA, as the standing chairperson moved the agenda.

4. The agenda was modified (rotation of district hosts added as an action item) and adopted. (Motion: Edwards, Second: Murphy, Vote 9-0).

5. The minutes from the Sept. 7, 2005 athletic directors advisory committee meeting were reviewed and approved by unanimous vote. (Motion: Salerno, Second: Edwards, Vote 9-0).

6. Each fall sport advisory committee report was reviewed. Detailed information regarding these recommendations can be found in the minutes of each fall sport advisory committee report.

Cross Country
Denarvise Thornton

2006-07 Recommendation #1: 205.04 Adjust time schedule for state finals (will continue to rotate classes as currently practiced). See cross country minutes for complete time schedule. (Motion: McPadden, Second: Edwards, Vote: 9-0).
2006-07 Recommendation #2: Advancers in state series: Qualify top 5 individuals not on a qualifying team from district to region and region to state, allowing coaches to substitute runners on qualifying teams. Opposed to recommendation due to increased numbers of runners will make it more difficult to host event. (Motion: Edwards, Second: McPadden, Vote: 9-0 against).
2007-08 Recommendation #1: Allow substitutes to be eligible for individual honors by changing the following rule to: A runner who qualifies in the top 15 and who also is a member of a qualifying team may be replaced in the team lineup (region meet/Finals) by a substitute. Opposed to recommendation because the committee supports the current policy. Runners must participate at each level to qualify and advance. This policy is fair to all competitors. (Motion: Salerno, Second: McPadden, Vote: 9-0 against).

Football
Gary Pigott
2005-06 Recommendation #1 (fast-track): Mercy rule: To tweak the mercy rule to include a stoppage of the running clock after a team scores. (Motion: Edwards, Second: McPadden, Vote: 9-0).
2005-06 Recommendation #2 (fast-track): Forfeit regulation: Schools must play all contracted, regularly scheduled (played on original date and not rescheduled due to weather) games or forfeit the game and their playoff eligibility and become an independent for the remainder of the season. If a school becomes an independent after the forfeit, all previously played district games will be counted as non-district games. Committee agrees with the concept (Motion: Edwards, Second: Feely, Vote: 9-0).
2005-06 Recommendation #3 (fast-track): All-star games: Modify policy 26 to permit counties to conduct all-star games on specific dates that occur after the regular season and prior to the FHSAA Finals as long as the all-star game does not conflict with playoff game dates or.FHSAA Finals dates. (Motion: McPadden, Second: Salerno, Vote: 9-0).

Golf
Cecelia Jackson

2006-07 Recommendation #1: Recommend that each region site have a FSGA/USGA golf official for the region tournament, if available. (Motion: McPadden, Second: Sparkman, Vote: 9-0).
2006-07 Recommendation #2: To allow a player to compete on the second day of competition who was disqualified after the first round for signing an incorrect scorecard. (Motion to deny: Edwards, Second: Murphy, Vote: 5-4 against the recommendation).
2006-07 Recommendation #3: Qualify additional golfers to the state finals by adding the two lowest scores that are not on the two qualifying teams. (Motion to deny: Chiles, Second: Sparkman, Vote: 9-0 against). This would increase the numbers of golfers at the state finals that would cause more wear and tear on the courses and take more time that would cause a concern with darkness.

Chairman Colby took the opportunity to thank Cecelia Jackson for her years of service with the FHSAA and the youth of Florida and wished Ms. Jackson the best in her future endeavors.

Swimming & Diving
Tamara Wilsey

2005-06 Recommendation #1 (fast-track): Increase the number of swimmers from 16 to 24 contestants in each event to advance from district to region and region to state. Also, add consolation finals to evening competition. (Motion: Salerno, Second: Sparkman, Vote: 8-1).

Volleyball
Paul McLaughlin

2005-06 Recommendation #1: Petition the NFHS for an experiment to allow the libero to serve. (Motion: Edwards, Second: McPadden, Vote: 9-0).
2005-06 Recommendation #2 (fast-track): Modify the number of contests to include: A maximum of 3 double dual or tri matches (allowable only on dates when there is no school the next day) would count as one contest each”. (Motion: Salerno, Second: Murphy, Vote: 5-4).
2005-06 Recommendation #3 (fast-track): Within the current season dates, permit 1 more week to play matches while reducing the amount of preseason practice by one week. (Motion: Murphy, Second: Chiles, Vote: 9-0).

Officials Advisory Committee
Tamara Wilsey

2005-06 Recommendation #1: In soccer games, non-contact hand ball creates confusion among soccer referees. Create a new standard that requires any player receiving a blue card to be suspended for the next game only. (Motion to oppose: Edwards, Second: Chiles, Vote: 9-0 against recommendation). Believe current regulation is appropriate.

7. Sanction Policy Proposal (presented by Paul McLaughlin): Recommendation: replace “No more than one of the contests, meets, or tournaments may cause a loss of time from school” with new language of “No more than one day of part of one day may be missed per week for an athletic contest.” (Motion: Edwards, Second: McPadden, Vote: 9-0).

8. District seeding of team sports other than football (presented by Michael Colby): Recommendation to remove “overall winning percentage” tie breaker for seeding district tournaments in all team sports except football. (Soccer had already removed this tiebreaker). (Motion: Colby, Second: Salerno, Vote: 9-0). Recommendation will be forwarded to team sport advisory committee for their input and feedback.

9. iFHSAA Student Eligibility (presented by Michael Colby): Mr. Colby raised the question about the requirement to still enter the date that a student leaves the 8th grade and enters the 9th grade after the change to the Bylaw through the Representative Assembly. Mr. Hester said he would look into the questions and find out why this is necessary and report back to committee. No action by committee.

10. FHSAA Rules Clinics at FACA Conference (presented by Ed McPadden): To provide coaches a choice of doing the online rules clinic or attending a live rules clinic at the annual FACA conference. (Motion: Edwards, Second: McPadden, Vote: 9-0).

11. Rotation of District Host Sites (presented by Tamara Wilsey): To include in all sports manuals, under the District Meeting section: Each school district/county represented shall have the opportunity to host a district tournament/meet at least once during a classification cycle.
(Motion: Edwards, Second: Feely, Vote: 6-3). (Fast track motion: Edwards, Second: Feely, Vote: 8-1). Votes against were for fiscal concerns.

12. Open agenda discussion was held on the following items:
a) FHSAA staff distributed information relative to proposed legislation regarding a bill requiring certified athletic trainers at the school level and information about the proposed residence and transfer rule.

13. Mr. Colby adjourned the meeting at 1:10 p.m.
